Rushcliffe's Cabinet will consider a £1m fund for Keyworth, Ruddington, East Leake, Bingham and Cotgrave on 10 November. No project is promised yet.
Rushcliffe Borough Council’s Cabinet will be asked next Tuesday to back a £1m Towns Fund for five local centres. The money would pay for investment plans in Keyworth, Ruddington, East Leake, Bingham and Cotgrave, and possibly for projects that come out of them.
No scheme has been chosen. The report says the plans “will not commit the Council or any partner to fund or deliver identified projects at this stage”. (Rushcliffe Borough Council, Local Centre Investment Plans report)
Cabinet meets at 7pm on Tuesday 10 November at Rushcliffe Arena, Rugby Road, West Bridgford. (Cabinet agenda)
What Cabinet is being asked to do
- back a £1m Towns Fund for inclusion in the 2027/28 budget strategy
- pay for any work this financial year from contingency or budget savings
- put the Strategic Growth Board in charge of overseeing the plans
- ask for a further report in autumn 2027
Cabinet cannot settle the money alone. Full Council has to approve the fund when it sets the 2027/28 budget. Any later project spending must also come back to Cabinet, subject to a business case.
Where each centre stands
| Centre | Distance from West Bridgford | Starting point in the report |
|---|---|---|
| Ruddington | About 3 miles south | Place Quality Audit, final report expected this month |
| Keyworth | About 6 miles south east | Place Quality Audit, final report expected this month; leisure centre renovated in 2025 |
| East Leake | About 10 miles south | Place Quality Audit, final report expected this month; leisure centre renovated in 2025 |
| Bingham | About 9 miles east | 2018 "Brilliant Bingham" masterplan; plan now proposed because of further growth |
| Cotgrave | About 5 miles east | £10.5m regeneration finished in 2019; plan now proposed because of further growth |
The Institute of Place Management carried out the three audits, scoring each village against 25 factors. Research, site visits and stakeholder sessions ran from May to August.
What about West Bridgford and Radcliffe on Trent?
Neither is in the new fund, because both have their own work under way.
West Bridgford’s plan was commissioned in September 2025. The report says it “identifies themes and potential investment opportunities”, but it does not list them. The next stage is initial designs and costings. A provision of £0.5m remains to “pump prime” a larger scheme with public sector partners.
Radcliffe on Trent has a masterplan, endorsed by Cabinet in March 2026 with £1m of capital funding. Work on its first phase is under way.
What it means for you
- If you live or run a business in one of the five centres, you should be asked for your views. Stakeholder engagement is expected to start in early 2027, if the council can appoint consultants.
- Do not expect building work from this decision. Officers list raised expectations as a risk in their own report.
- The plans may outlive the council. The contracts must allow the plans to pass to any successor authority under local government reorganisation.
We will report Cabinet’s decision after the meeting.
